GRAL BRIG AER NÉSTOR DANIEL ZALAZAR ECHAURI Vice Chairman of the Council of Delegates of the Inter-American Defense Board

General de Brigada Aeronáutica Néstor Daniel Zalazar Echauri, born in Asunción, Paraguay; joined to the Armed Forces in January 1988, being appointed as an Air Force Cadet in 1989 and successfully completing his studies, graduating with a Bachelor of Military Sciences from the “Mcal Francisco Solano López” Military Academy in 1991. He performed the Military Aviator Pilot Course at the Air Instruction Group, and then moved to the Air Tactical Group, where he continued his training with the Reconnaissance and Attack Pilot Course, Fighter Pilot Course, Fighter Squadron Leader Pilot Course and finally Fighter Instructor Pilot Course, remaining in the same unit for several years as an instructor. His academic studies include the Air Tactics Course where he ranked first in his class; Higher Didactics Course; Captains Training Course (WHINSEC-USA); Command and Staff Course where he was Distinguished Graduate and obtained a Master’s Degree in Military Science; Master’s Degree in Aerospace Policy and Strategy; Master’s Degree in National Strategic Planning and Management; Advanced Strategic Studies Course (CESEDEN-Madrid-Spain) and International Diploma in Communication and National Defense (National Defense University-Buenos Aires-Argentina). Other specializations include the Strategic Intelligence Course; Intelligence Analyst Course; United Nations Military Observer Course; United Nations Training of Trainers’ Course. (CAECOPAZ-Argentina); English Technician Course; English Language Training-Long Course (Borden Base-Canada) and Diploma in Public Management for Human Development (University of the Pacific-Asuncion-Paraguay). In his military career he has served as: Instructor and Operational Pilot in the Air Tactical Group; Instructor in all academic units of the Paraguayan Air Force, Staff and Operations Officer; Commander of the Air Force Language Studies Center; Commander of the Air Force Grouping and Chief of Staff of the Cadet Corps of the Military Academy “Mcal Francisco Solano López”; Director of the Social Communication Direction and Spokesman of the Military Forces; Advisor and Liaison of the Air Force to the National Congress; Defense and Aeronautical Attaché at the Embassy of the Republic of Paraguay in the Republic of Argentina and Chief of Staff of the 1st Air Brigade. General Zalazar also has experience working in multinational environments. He has served as Movement Control Officer of the United Nations Mission Staff in Cote d’Ivoire (UNOCI-2005); Military Observer in the United Nations Mission in Cote d’Ivoire (UNOCI-2010) and officer member of the Military Operations Center of the United Nations Mission staff in Haiti (MINUSTAH-2015). During his more than 30 years of career in the Paraguayan Air Force, he was awarded with several decorations and recognitions; national and foreign; civilian and military in appreciation of his work. Promoted to General de Brigada Aeronáutica on December 31, 2021.
