GENERAL DE BRIGADA MARCO ANTONIO ALVAREZ REYES
CHAIRMAN OF THE COUNCIL OF DELEGATES OF THE INTER-AMERICAN DEFENSE BOARD
General Marco Antonio was born on July 16, in Rio Verde, San Luis Potosí, Mexico, he is married to Maestra M a r i a Aracely Delgado, with whom he has two children Sheyla Karina and Marco Antonio.
He entered the Heroic Military College in 1979 and graduated as a Cavalry Second Lieutenant in 1983.
He has provided his services in the Mexican Army for more than 43 years as Commander in various Units of the Cavalry Weapon and the Armored Weapon; in the Public Safety Coordination Center as Inter-institutional Link; in the Fifth Section, Strategic Plans of the Joint Staff of National Defense and Liaison Officer before the Conferences of Defense Ministers of the Americas (CMDA), Commanders of American Armies (CEA), and before the Secretary of the Navy (SEMAR) .
He was Head of the Intelligence and Operations areas in the state of Sinaloa; At the National Training Center (C.N.A.), he was Head of Joint Training Plans and Programs; he also worked in the Pedagogical area of the Heroic Military College; likewise, as Private Secretary and Head of Assistants to the Undersecretary of National Defense.
Commander of two Armored Reconnaissance Regiments and one Armored Brigade; at the Center for Studies of the Mexican Army and Air Force, Director of the School of Human Resources Administration; he was responsible for the Transparency Unit and access to public government information; General Director of Social Communication of the Ministry of National Defense.
He has been Commander of the 1/a., 19/a. and 45/a. Military Zones, in the CDMX, Tuxpan in the North of Veracruz and Nogales in the North of Sonora respectively, where he planned and participated in Plan DN-III-E operations for the containment of the Sars Cov-2 Virus (Covid 19) and of support to the population in the face of the damage caused by Hurricane Grace in August 2021, and in others of care and support for national security.
He served as Deputy Chief of Military Doctrine of the National Defense Joint Staff, having under his responsibility the aspects of Strategic Planning for National Defense; International matters; Education and Doctrine, as well as Legal Advice.
He was Deputy Military and Air Defense Attaché at the Embassy of Mexico in the United States of America (USA), Delegate of the Mexican Army before the Inter-American Defense Board (JID) from 2004 to 200.
He completed a Master’s Degree in Military Administration for National Security, at the National Defense College, from the University of the Mexican Army and Air Force.
He has also studied at military facilities abroad.
Combined Arms Advanced Course, at Fort Benning, Georgia, Higher Hemispheric Defense and Security Course at master’s level, at the Inter-American Defense College at Fort Lesley J. McNair, Washington, D.C., U.S.A., Defense Planning Course and Transformation of Forces at the Center for Hemispheric Defense Studies of the National Defense University of the United States of America and participated in the Seminar “National Security and Cooperation between China and Latin American countries” at the People’s Army Defense University of China in Beijing and Shanghai, People’s Republic of China.
In national and foreign educational establishments he has participated, in studies of Peace Operations, in the 5 / o. US Army, in San Antonio, Texas and Pearson Center, for peacekeeping in Canada; Political Analysis in the Ministry of the Interior, in CDMX; He has diplomas in Strategic Skills at the Institute of Higher Studies of Monterrey, CDMX; Internal and international protection of Human Rights at the National Autonomous University of Mexico (UNAM), CDMX and participated in the Seminar on “Crisis Management and Conflict Resolution” at the Institute of Peace of the Organization of American States, Washington, d.
He has served on various commissions abroad in the ro in the following countries.
United States of America, Guatemala, El Salvador, Honduras, Colombia, Ecuador, Argentina, Brazil, Canada, Chile, the Dominican Republic, Turkey, and Germany, in which issues of education and training for defense and national security, operations peace and humanitarian aid, he has also visited military doctrine, education, and training facilities at Fort Polk, Louisiana, Fort Irving, California, and Colorado Spring.
