Director General of the Secretariat of the IADB participated at CANSEC 18

From 4-6 December 2018, BGen Lacroix participated at the Caribbean Nations Security Conference in Port of Spain, Trinidad & Tobago.
The co-hosts were ADM Craig Faller, Commander US Southern Command, and RADM Hayden Pritchard, Chief of Defense Staff of Trinidad & Tobago (T&T).

The central theme was: “Improving the Framework to Counter Threats and Respond to Crises”; with the specific themes: Shared Understanding of Threat Networks, and Regional Response to Crises (Humanitarian Assistance / Disaster Response – HADR, for its acronym in English).

The distinguished participants were the Minister of National Security of T&T, Hon. Stuart Richard, the US Ambassador to T&T, Joseph Mondello, the Caribbean Chiefs of Defense, and senior representatives of regional defense and security organizations.

The conference concluded with the presentation of a few proposals for the principal stakeholder’s consideration:
• Reinforce regional military commitment to the Caribbean Disaster Emergency Management Agency (CDEMA) Construct in order to bring more military resources and capabilities dedicated to rapid response during HADR.
• Recommending more influence of the Military/Security Forces in enhancing a legislative agenda in support of HADR.
• Increase Caribbean nations’ contributions toward extra-regional HADR Operations.
• Modify and adapt accordingly the concept of operation of USSOUTHCOM’s Exercise TRADEWINDS in order to optimize capacity building and effectively conduct HADR, conduct operations to Counter Threat Networks, including Counter Terrorism, enhance Regional Relationships and strengthen relationships among all participants.
