Acting Director's Biography
ACTING DIRECTOR, INTER-AMERICAN DEFENSE COLLEGE
General Julio E. Florián Perez was born in Santo Domingo, Dominican Republic. General Florián graduated from the Batalla de las Carreras Military Academy in 1985, where he received his commission as an infantry officer; he later received a degree in Business Administration from the Santiago University of Technology. During his military career General Florián attended the C 27 Basic, Intermediate and Advanced Combined Infantry Weapons Training Courses, the Basic and Intermediate Armored and Artillery Courses as well as Command and Staff College studies. In addition General Florian is a graduate of the Advanced Hemispheric Defense and Security Studies Course at the Inter-American Defense College, and has attended various other courses at the Center for Hemispheric Defense and Security, and the U. S. Industrial College of the Armed Forces. General Florián has a Master’s Degree in Public Administration.
General Florián began his military career as a platoon commander and then went on to command tactical and administrative units. General Florián also served as S3 Chief of Operations, Combat Support Brigade, Artillery Battalion, Director of Military Training of the Batalla de las Carreras Military Academy, G2 Chief of Army Intelligence. General Florián was also the Academic Coordinator, Assistant Academic Director and Deputy Administrative Director of the Graduate School of Advanced Strategic Studies of the Dominican Republic, in addition to being one of the founding members and organizers of the Armed Forces Institute of Geopolitical Studies where he served as Academic Coordinator and Deputy Administrative Director. During his career in the Armed Forces, General Florian has served as an Instructor and Lecturer at every national military and law enforcement training academy and has participated in several international seminars.
General Florián has received numerous awards and medals including: the Juan Pablo Duarte Ribbon, Military Medal of Merit, White Insignia, Military Medal of Merit, Blue Insignia, and was made an honorary citizen of the city of Columbus, Georgia and of the state of Georgia in the U.S. General Florian has also been the recipient of several letters of commendation in recognition of his service in various military assignments and joint exercises with countries in the Caribbean and the U.S..
General Florián is married to Lourdes Marie Florián and has a daughter named Elsa Massiel Florián.
