International Staff

The Council of Delegates is an international military committee representing the interests of the 34-nations of the OAS. Each nation determines if it will designate a military officer (or civilian equivalent for those nations without armed forces) to attend meetings and exercise their nation's right to vote on Board activities. These officers may also perform co-duties as their Embassy's attaché or military assistant.

Those nations listed as "in transition" have notified the Board of their intent to appoint a representative. For all nations without a participating representative, the respective OAS Embassy serves as the liaison for that nation's interests.

As the decision making body of the IADB, the Council of Delegates approves the Board and College activities based on a "one-nation, one-vote", majority-rule concept. All matters are open to free debate and discussion prior to vote. All meetings are conducted in the official languages of Spanish, Portuguese and English.

The Council of Delegates assembles every two weeks. It also works in four subcommittees of Goals and Objectives, Administration, College Curriculum, and Public Relations to manage the Board's activities. All plenary meetings are open to the public but attendance must be scheduled in advance due to limited seating space.
